Government Considered Emergency Alert Over Kilroot Power Shutdown Risk

The UK Government explored issuing an emergency mobile phone alert amid concerns that Kilroot Power Station could be forced to shut down — potentially leading to widespread blackouts across Northern Ireland.

The revelation comes following a Freedom of Information request submitted to the Cabinet Office by the Press Association.


What Triggered the Potential Alert?

In September 2025, Kilroot Power Station was approaching its legal operating limit of 1,500 hours per year due to environmental regulations.

This raised serious concerns within government about:

  • Possible electricity shortages
  • Risk of power outages across Northern Ireland
  • Impact on homes and businesses

As a result, officials considered activating the UK’s emergency alerts system — a tool designed to warn the public of immediate threats to life.


What Is the Emergency Alerts System?

The UK-wide emergency alerts system, introduced in 2023, sends:

  • A loud siren-like sound to mobile phones
  • A message outlining the risk
  • Guidance on how to stay safe

However, the threshold for using the system is extremely high, meaning it is only deployed in the most serious situations.


Why Was No Alert Sent?

Despite the potential risks, the situation was ultimately classified as a “near miss”, meaning:

  • The threat did not escalate to a danger-to-life level
  • Power disruption risks were managed without public intervention
  • Authorities deemed an alert unnecessary

A government spokesperson emphasised that alerts are used sparingly and only when absolutely essential.

The Kilroot scenario was just one of several situations where alerts were considered but not issued.

Civil Unrest in 2024

Following the Southport attack, widespread unrest across parts of the UK prompted discussions about issuing alerts due to public safety concerns.

Contaminated Water in Devon

A potential alert was considered for around 40,000 residents in Brixham after water contamination caused by cryptosporidium led to illness and hospitalisations.

Space Debris Threat

Officials also reviewed the possibility of issuing an alert when debris from the Zhuque-3 rocket — weighing around 11 tonnes — was predicted to re-enter Earth’s atmosphere.

Although the risk to the UK was deemed extremely low, the size of the debris prompted consideration. It ultimately landed far from the UK, south of New Zealand in early 2026.

Severe Weather Events

Alerts were also debated during major storms, including:

  • Storm Babet
  • Flooding across Cumbria, Lancashire and Greater Manchester

The Kilroot situation highlights how critical infrastructure remains under constant monitoring, particularly in Northern Ireland where:
