MOT Testing Update: New Measures to Address Backlog

The Minister for Infrastructure has announced new measures aimed at reducing the backlog for MOT testing. Here’s what you need to know about these updates:

Temporary Exemption Certificates (TECs) for Private Cars

• TECs are now being issued for cars that were first registered within the following date ranges, provided they have a valid MOT certificate:
  • 1st June 2019 – 31st May 2020 (5-year-old cars)
  • 1st June 2017 – 31st May 2018 (7-year-old cars)

According to vehicle licensing data, approximately 115,000 cars could be eligible for these Temporary Exemption Certificates. If your car qualifies, the TEC will be automatically applied, and the licensing record updated, allowing you to continue taxing your car without a current MOT.

Automatic Appointment Cancellations and Refunds If you have an MOT appointment already booked for a car that qualifies for a TEC, the Driver & Vehicle Agency (DVA) will automatically cancel the appointment, refund your fee, and extend your current MOT certificate by 12 months from the original expiry date.

Booking Restrictions for Eligible Cars The DVA booking system will prevent cars eligible for a TEC from scheduling an MOT appointment. If you try to book an appointment with a car that qualifies for a TEC, the system will inform you of this restriction.

These measures are temporary, designed to reduce pressure on the MOT system and cut down waiting times. To further address the backlog, the new Hydebank Centre is now open for driver testing and is expected to begin vehicle testing later this year. Additionally, another new testing centre in Mallusk is set to open in 2025, which should help alleviate some of the strain.
