New video-call system aims to enhance victim support and improve frontline efficiency

Belfast, 23 April 2025 – The Police Service of Northern Ireland (PSNI) has officially launched a four-week pilot of a new service titled ‘Virtual Officer Attendance’, giving victims of crime the option to engage with police officers via video call rather than telephone or in-person attendance.

This innovative service is designed to improve accessibility for victims and reduce the demand on frontline officers, without compromising support or investigation quality.

What is the Virtual Officer Attendance Service?

The Virtual Officer Attendance service allows victims of crime – in cases where there is no immediate risk or threat – to connect with specially trained officers via secure video call. This method enables:

  • Live interviews and statement taking
  • Submission of digital evidence (photos, videos, screenshots)
  • Real-time engagement from the safety and comfort of the victim’s home

Victims must be over 18 to use the service alone. Those aged 17 and under can still participate but must be accompanied by an appropriate adult.

Where Is It Being Piloted?

The pilot is being coordinated through a dedicated Virtual Officer Attendance Hub at Castlereagh Police Station, staffed by:

  • 3 sergeants
  • 16 constables from across Northern Ireland

All participating officers have undergone in-depth training to ensure they can deliver the same level of professionalism and care as in-person visits.

Technology That Supports the System

The PSNI will use platforms such as Box and GoodSAM to securely gather evidence during the video calls. Importantly, the service won’t use any of the victim’s data allowance, ensuring it remains free to access.

Inspired by Success in Dorset

The idea for this pilot originated from Dorset Police, who introduced the system in 2023. Their results were impressive:

  • Victim satisfaction rose from 31% to 74% in the first year
  • 89% of participants said they would recommend the service to others

PSNI’s Assistant Chief Constable Ryan Henderson praised the collaboration with Dorset Police and believes the system could bring similar benefits to Northern Ireland.

“In a modern world, these options can be far more suitable… as well as reducing demand on our frontline officers,” said ACC Henderson.

Long-Term Goals and Evaluation

Once the four-week pilot concludes, the service is expected to continue beyond the trial period, with feedback and findings being reviewed by the project group to decide on permanent implementation.
